The Chicago-based Blackstone Group acquired a 77 percent interest in Cleveland’s largest pension fund for $500 million in October. A sale of the stock was completed in March. Cleveland teachers and other school employees were still waiting to hear if their salaries and pensions would be frozen before the deal was completed. Blackstone has the power to freeze pensions in order to save money. Cleveland Mayor Frank Jackson has called Blackstone’s interest in the city’s pension fund a “perfect storm” for local taxpayers and schools. Jackson is calling on the state legislature to approve legislation that would require pension funds to hold at least a third of their investments in locally-owned companies. Pension funds generally hold their investments in “asset-backed securities” from Wall Street. The funds use “qualified funds” to obtain lower interest rates. [..] City Council has passed a resolution condemning the Blackstone deal, saying the “likely result of the transfer of control will be devastating to Cuyahoga County and the City of Cleveland.” Blackstone is also selling the pension plan’s investment portfolio.
